One diy armor plate seems to be about level3 to 3+ but it varies greatly from rifle to ammunition used. It’s best to use 2 diy plates and test some more materials. If you have access to a ceramics factory you might be able to diy military grade ceramics by mixing in metal oxides to the ceramic mix. Good steel plates also improve the armor a lot.

Make a riot/tower shield with visor otherwise your head will stick outside the shield.
Use the
materials
used for diy body armor for the shield, double the thickness if
needed.
If it gets too heavy add wheels at the bottom like a
wheeled ballistic shield.

Using such a shield can work against light infantry but be careful of what weapons they use.

Angled body armor/shield, if the armor has a cone shape bullets will hit it angled and thus can get deflected or be absorbed better by the armor depending on what material is used. If they penetrate the shape adds a lot more volume and layers for the bullet to get stuck in. If shot on the flat surface the angle is the wrong angle to hit vital organs. When there is a full deflection arms need to be out of the way and others need to positions themselves away from the ricocheting projectiles.

Note
that any of this is only effective when used in the right situation.
Use your brain before using any of this. Using a crossbow
against a tank is not gonna work and thinking that the body armor is
gonna safe you from vehicle mounted machine guns or explosives or
similar is also stupid.
This list is to have something as a
last resort, to at least be able to do something other then getting
gunned down.
Mainly use opportunistic guerilla tactics like sneaking around at night to get close, ambushes etc.
Or when the situation is very dire attack with numbers, not recommended because this will result in very high casualties.
Note
that if you are
at the front, even with body armor and shield you will likely die.
But they will waste a lot of bullets or will have to use
explosives to kill you.
Most of the listed weapons won't penetrate a soldiers body armor but soldiers don't wear visors nor throat protection so slingshots, wire garrotes or a monk’s spade that can't penetrate body armor can still be devastating when used on the face/throat.
Make sure to test the armor before using it and prioritize stealth and ambushes even with body armor and shields. When spotted either run away or if not possible run towards the shooter as fast as you can and ram the spear/spade into the attacker with all your body wight. Keep something like a knife or wire garrote for close combat when the spear/spade fails.
